		<description>What people fail to realize is that water rights has been an issue dating back to the 1800&#039;s. Ranchers would claim a watering area and fence it off. Others would go after it using any means nessacery. 
Cities have stripped away the rights of property owners to irrigate fields and pastures. 
Cities are using Political power to restrict property owners from pumping from rivers and lakes that run through their property.
This is already a major issue in rural Texas, and will only get much more nasty.</description>
