In today’s New York Post, Acton’s Michael Matheson Miller discusses Pope Francis’ views on poverty, in light of the pope’s upcoming meeting with President Obama. Miller reminds the reader that the pope is not an economist or a politician. Trying to view him through that type of lens is a mistake, says Miller.
Pope Francis is not an economist or technocrat laying out policy; nor does he see the government as the primary solution to all of our problems. He is a pastor exhorting us to take seriously the “joy of the Gospel” and to integrate it into every aspect of our lives, including economics.
I think it is fair to say that some of the pope’s words on economics lacked precision, yet his comments about the corrosive effects of consumerism and the exclusion of the poor are incisive.
Miller acknowledges that the pope remains skeptical about free markets, which is problematic, given how much free markets have to offer the poor.
In La Cava, an impoverished neighborhood on the outskirts of Buenos Aires, I spoke with a pastor and a local city councilman. They explained that within La Cava there is no private property, and no rule of law. The police don’t even go inside, but only drive around the perimeter. (more…)
In an excerpt from the splendid PovertyCure series, Michael Fairbanks offers a helpful bit on why our attitudes about competition matter for economic development:
I can predict the future of a developing nation better than any IMF team of economists by asking one question: “Do you believe in competition?” When I go to Venezuela and I say, “do you believe in competition?,” they say “competition means the rich get richer and the poor get poorer.” They say “competition is the unnecessary duplication of effort because you have two firms doing the same thing.” They say “competition is a quaint North American concept that doesn’t apply here.”
But when I go to Silicon Valley and I say,“What do you think about the word competition?,” they say, “Well, I love competition, because even when I lose, I learn something. And my success is due to the fact that I speeded up my failures, and the only way to fail was to compete, and figure out where I wasn’t good enough.”
As Hayek put it, competition is a discovery procedure. If we neglect, distort, or downplay that process, we can expect the outcomes of discovery — the fruits of our sacrifice and service — to digress accordingly.

Forbes contributor Jerry Bowyer recently interviewed Fr. Robert Sirico about PovertyCure and charity. Bower has split his interview into several parts and you can read the previous post here. In this section, their discussion focuses on “Bad Almsgiving:”
Jerry: “Charity can be selfish, can’t it?”
Fr. Sirico: “Yeah, it can be very self-indulgent.”
Jerry: “Let’s say ‘philanthropy’. I mean, genuine charity is a Christian virtue, but the philanthropy industry can be selfishly structured and selfishly supported.”
Fr. Sirico: “Well, what we look at in PovertyCure in one of the episodes is all of the different elements (especially in international grants and aid) — the NGOs that are involved in the process; we even look at the celebrities and how this comes up every few years where people are saying, “Help us, let’s do this food for Africa,” or the U.N.’s effort to tax all the nations 1% of their GDP, the Millennium Goals project. All of these different things that come up every few years that are part of this whole poverty industry, and how dangerous that is because it distorts all of the incentives and removes the centerpiece of the ladder for the poor to actually climb up out of poverty, because it removes the profit incentive for people to come and invest and train people in a workforce that’s ultimately productive.”

Last night on CNBC’s The Kudlow Report, PovertyCure director and Acton Research Fellow Michael Matheson Miller joined host Lawrence Kudlow and Rusty Reno, Editor of First Things magazine, to discuss the position of the Roman Catholic Church on global capitalism in light of Pope Francis’ Apostolic Exhortation ‘Evangelii Gaudium.’ The video is embedded below.
In the book, Shlaes makes an explicit connection between Coolidge’s rough-and-humble upbringing in Plymouth Notch, VA, and his bootstraps optimism about commerce and markets. The Coolidges believed that responsibility, hard work, and a virtuous life were bound to pay off, in large part because they experienced it in their own lives.
On this, Robinson offers a wonderful follow-up (around the 31-minute mark), observing that some have connected Lyndon B. Johnson’s similar “hardscrabble upbringing” with an entirely different perspective, namely his “championing of the federal government as an instrument for lifting the poor of the nation.” Why, Robinson asks, did the early struggles of each of these men lead them to entirely different conclusions about economic empowerment and poverty alleviation? PovertyCure, an international coalition of more than 250 organizations and 1 million individuals (the Acton Institute is a founding partner), is seeking entries for their International Short Film Festival, slated for December 12, 2013 in New York City.
Guidelines for the film festival may be found here. With $30,000 in prizes, PovertyCure is seeking short films (25 minutes or less in length) that “push the boundaries” of thinking about poverty and ways to alleviate it. Since PovertyCure’s vision of poverty alleviation runs against the grain of foreign aid and international “hand-outs”, the organization is looking for creative narrative, documentary, and music video films that also demonstrate new, innovative ways of seeking solutions to global poverty. By looking above and beyond the traditional way of responding to poverty and international crises that stem from poverty, film-makers are encouraged to visualize new ways of tapping into human potential, illustrating not only what helps lift humans from poverty, but also what impedes poverty alleviation.

Samuel Kampa recently reviewed Victor Claar’s monograph, Fair Trade? Its Prospects as a Poverty Solution. Kampa begins by commenting on how quickly the “fair trade” moment has gained popularity, especially among the college and post-college aged, but also in the church community. He says that young people “are doing one thing right: expressing sincere concern about world poverty. If this concern can be channeled into effective action, great things can happen. Of course, effective is the key word.”
First, he offers a short list of reasons, given by fair trade advocates, why the fair trade movement is necessary:
1) Many farmers and workers in the international community receive very low prices for foods and commodities and are forced to live on less than $2 a day.
2) Many of the foods that Western consumers eat have been harvested by grossly underpaid farmers and workers.
3) The fact that Western consumers benefit at the expense of impoverished farmers and workers is both unfair and morally undesirable.
4) Agencies like Fair Trade USA guarantee fairer prices for crops and commodities, vastly improving the quality of life of farmers and workers.
5) Fair trade products are more expensive than non-fair trade products, but fair trade farmers and workers are receiving fairer prices.
6) Fair trade materially benefits the lives of impoverished farmers and workers at little cost to the consumer.
7) Therefore, consuming fair trade products is morally preferable to consuming non-fair trade products.
Kampa explains Claar’s conclusions about fair trade: “Far from improving the lot of the poor, fair trade actually hurts non-fair trade farmers, keeps fair trade farmers in relative poverty, and diverts money from more efficacious charitable endeavors.” Kampa offers the two main critiques against the movement from the monograph as: “(1) Fair trade economically damages non-fair trade farmers. (2) In the long term, fair trade does more harm than good to fair trade farmers.” He then points out that “if true, [these two critiques] damage premises 4-7 in the pro-fair trade argument outlined above.” (more…)
