The (Im)Prudence of the Drinking Age

Linked on the left-hand side today under the PowerBlog Food For Thought is an item from the Wall Street Journal, “College Presidents Debate Drinking Age.”

At issue is concern over the drinking age in the United States (currently 21) and the binge-drinking phenomenon among under-age college students. Groups like Mothers Against Drunk Driving (MADD) oppose the movement among many college and university presidents to lower the drinking age to 18.

Here’s a popular version of how the school presidents’ argument goes:
Moana Jagasia, a Duke University sophomore from Singapore, where the drinking age is lower, said reducing the age in the U.S. could be helpful.

“There isn’t that much difference in maturity between 21 and 18,” she said. “If the age is younger, you’re getting exposed to it at a younger age, and you don’t freak out when you get to campus.”

What is true about these sorts of observations is that culture has a lot to do with how people respond to newfound freedoms or possibilities. When children are raised in a household where responsible gun ownership is taught, for instance, it makes sense that gun accidents due to irresponsible gun handling are less likely to occur (compared with homes with guns that don’t teach responsible gun handling). Where the use of alcohol is not a taboo that can become part and parcel of a young-adult “rebellion” experience, it seems less likely that binge drinking will function as a gateway to adulthood.

To address the concerns of MADD, perhaps if the drinking age is lowered, the driving age should be raised. But one thing we should not be afraid of is substantive debate on the prudence of a particular policy like the national drinking age. As the administrators’ and presidents’ movement states, “The Amethyst Initiative supports informed and unimpeded debate on the 21 year-old drinking age.” This is a law that is a perfect example of the government administration of a positive law put in place in a particular time and context.

Thomas Aquinas’ words about the principle of prudence have special bearing on this question, given the biblical allusion he chooses to employ:
The purpose of human law is to lead men to virtue, not suddenly, but gradually. Wherefore it does not lay upon the multitude of imperfect men the burdens of those who are already virtuous, viz. that they should abstain from all evil. Otherwise these imperfect ones, being unable to bear such precepts, would break out into yet greater evils: thus it is written (Pr. 30:33): ‘He that violently bloweth his nose, bringeth out blood’; and (Mt. 9:17) that if ‘new wine,’ i.e. precepts of a perfect life, ‘is put into old bottles,’ i.e. into imperfect men, ‘the bottles break, and the wine runneth out,’ i.e. the precepts are despised, and those men, from contempt, break into evils worse still.

Thomas’ warnings about imprudent laws are echoed in the arguments of the presidents’ association. John McCardell, former president of Middlebury College in Vermont who started the Amethyst Initiative, has said that “college students will drink no matter what, but do so more dangerously when it’s illegal.”

Imprisonment and Government Expenditures

There’s a lot of consternation, much of it justified, about the news that now 1% of the population of the United States is incarcerated. Especially noteworthy is a comparison of the rate of imprisonment with institutionalization in mental health facilities over the last century.

But a breathless headline like this just cannot pass without some comment: “Michigan is 1 of 4 states to spend more on prison than college.”

Given the fact that policing, including imprisonment, is pretty clearly a legitimate function of the state (at least as broadly conceived in the Christian tradition, see Romans 13), while providing post-secondary education is not so obviously a responsibility for the government (n.b. I did go to a state school), maybe more states should spend more on prison than college...leaving college to private institutions.

Maybe this just means Michigan’s state government has its spending priorities more in order than other states. That truly would be newsworthy.

Update: Sometime PowerBlog contributor and longtime friend of Acton John H. Armstrong takes a look at the numbers and concludes, “For the overwhelming majority of inmates they are where they should be and we are all much safer, so it seems.” I think Ray expressed some similar sentiments in the office yesterday.

Colleges and Universities Fail at Teaching American Civics

“Is American higher education doing its duty to prepare the next generation to keep America free?” Apparently not, according to researchers at the University of Connecticut’s Department of Public Policy (UConnDPP), in a study commissioned by the Intercollegiate Studies Institute’s (ISI) National Civic Literacy Program.

In a survey of 14,000 freshman and seniors at 50 colleges and universities across the country, every school scored poorly. Also, college seniors, sadly, scored little better than freshman. The average senior score was a failing 53.2%; the average freshman score was 51.7%. In fact, no school scored higher than a D+. The top ten school are listed below:

1. Harvard University 69.56%
2. Grove City College (PA) 67.26
3. Washington & Lee University (VA) 66.98
4. Yale University 65.85
5. Brown University 65.64
6. University of Virginia 65.28
7. Wheaton College (IL) 64.98
8. University of Pennsylvania 63.49
9. Duke University 63.41
10. Bowdoin College (ME) 62.86

Some shocking or not so shocking analysis is quoted below, directly taken from the American Civic Literacy Website. You can also examine the entire website for a treasure trove of facts, findings, and analysis.
Students were asked 60 multiple-choice questions to measure their knowledge in four subject areas: America’s history, government, international relations, and market economy. The disappointing results were published in the fall of 2006 in The Coming Crisis in Citizenship: Higher Education’s Failure to Teach America’s History and Institutions.

The website declares, “This report is not designed to tear down American higher education, but to hold it accountable.” After taking the quiz myself, I scored a 93.33 %, which is 56 out of 60. You can take the quiz here, and see how you measure up against American college students.

In an appropriate quote also taken from the Intercollegiate Studies Institute website, John Quincy Adams, then a state senator, praised the pilgrims of Plymouth Rock:
Among the sentiments of most powerful operation upon the human heart, and most highly honorable to the human character, are those of veneration for our forefathers and of love for our posterity. They form the connecting links between the selfish and the social passions,“ he said. ”Respect for his ancestors excites in the breast of man, interest in their history, attachment to their characters, concern for their errors, involuntary pride in their virtues. Love for his posterity spurs him to exertion for their support, stimulates him to virtue for their example and fills him with the tenderest solicitude for their welfare.

School for Scandal: Hip Hop Goes to College

Why would a hip hop group called “Crime Mob” be invited to the campus of a Historically Black College? And why would the group’s “Rock Yo Hips” music video -- featuring college cheerleaders as strippers -- get so much play on television? Anthony Bradley looks at the effect of misogynistic and violent music on a black culture that desperately needs healthy models of academic achievement and honest economic progress.
